A Sarasota man was arrested on Friday for neglecting to care for his 62-year-old disabled brother.

According to an arrest affadavit, deputies were serving a final eviction notice to the residents of 5105 Circled Oak Drive in Sarasota on August 20 when they noticed a strong smell of urine and feces coming from a semi-attached living area.

Deputies said they saw a man sitting on a bed but the room was padlocked and they had to use a crowbar to get in.

The room had no food or water and the victim was saturated in human waste, deputies said.

The man was transported to the hospital where doctors determined he was severely malnourished due to prolonged neglect. It was also determined that the man had lost nearly 70 pounds since he was last taken to the doctor in 2012.

Detectives determined the man's older brother, 66-year-old Stephens Newell, was his caregiver.

When interviewed, he claimed to visit his brother several times a day with meals and medication and said he bathed him once a week. Newell admitted that the padlock was a dangerous idea and that he should have taken his brother for medical treatment.

Newell was charged with neglect of a disabled elderly person and is currently being held without bond.
