The incident happened at 9:40 p.m. at a Circle K gas station during a call for service at 4900 Ulmerton Road.
The officer, Jacob Derr, is in stable condition at an area hospital and the suspect is in custody.
A second scene was located where police rammed the shooter who they say fled. That happened in the 900 block of 22nd Avenue South, after a short pursuit on I-275 with the help of the sheriff's office helicopter.
Police say this started at the Circle K as a 911 call from a woman locked inside a bathroom. She said her boyfriend had roughed her up.
When Derr arrived, investigators say the boyfriend, 24-year-old Calvin Brockington, got out of his car and opened fire.
Calvin Brockington is facing charges of attempted first-degree murder, carjacking with a deadly weapon, fleeing or elduing and driving with a suspended license. (Pinellas Count Sheriff's Office)
Authorities said Sinclair shot Derr in the arm then car jacked someone pumping gas.
As he sped out, he almost ran over a second responding officer.
The Pinellas County Sheriff's Office says the responding officers knew who they were coming for.
"He had information regarding the domestic again that (Brockington) was anti-law enforcement, he was somebody that possibly had a warrant out for his arrest, and that's what he knew going in to this," said Pinellas County Sheriff Bob Gualtieri.
Brockington faces at least two counts of attempted murder of a police officer, as well as other felonies.
Officer Derr was the only person injured and is expected to make a full recovery.
