The spot is Old Big Bend Road at Bullfrog Creek just to the East of the interstate.
"Because that is the most hazardous spot, at this bridge. Of anything on this road...it's this bridge," Lowe said.
There's a YMCA nearby, East Bay High School and Eisenhower Middle School are here too.
And soon, when Hillsborough County starts back to school, there will be kids walking across this bridge.
"I've seen kids almost nearly get hit up here because no one will let them pass on this bridge. As you can see, there is nowhere for them to go. There's no sidewalks, no access, no nothing," Lowe said.
This used to be a very quiet frontage road, but not any more. There is a Publix, new subdivisions and the YMCA all on Old Big Bend Road.
As a bus driver, Otella has a secret weapon to make the traffic yield to the kids.
"When I see them coming, and I'm coming up this way, I'll throw on my ambers automatically, which is those flashing yellow lights. And then I pull out my stop rrm which is the red lights, to stop and allow the kids to cross the bridge," Lowe added.
Lowe believes this road needs a sidewalk.
The county is announcing much needed improvements at Big Bend Road and Covington Gardens Drive which includes sidewalks.
But the Bullfrog Creek Bridge was not part of that project.
This work has been lumped in with a Florida Department of Transportation project on Big Bend Road from Simmons loop to the interstate, according to Chris Wilkerson with Hillsborough County.
The project calls for a sidewalk or path along Old Big Bend Road from the new interchange to Simmons that includes the new bridge.
That project won't start until 2021.
