The incident happened at about 4:30 a.m. on September 29, 2018.

Powell's family gathered in front of the Winter Haven Police Department to speak to the media about the grief they are still carrying because the shooter is still at large.

“That’s my grand baby,” said Powell’s grandmother, Darlene Edwards. “I have a hole in my heart. I keep looking for him. I miss him.”

On Tuesday, Winter Haven police officers walked the neighborhood where Powell was shot, passing out flyers and asking questions about the day of his death.

“I will never be the same,” said Edwards, holding back tears. “Please come forward, any little information helps.”
