Police Chief Lee Bercaw said that Dwayne E. Tillman, Jr., 21, is charged with attempted second-degree murder and attempted aggravated battery.
Bercaw said tips and witness information led to Tillman’s arrest.
“We have video evidence of him shooting into the crowd,” Bercaw said of Tillman.
Bercaw said the investigation is still underway and that information leading to more arrests could result in a reward of more than $20,000.
“We will never forget the two lives taken, and the many others whose lives were permanently changed on Oct. 29,” said Bercaw, who was joined Thursday by State Attorney Suzy Lopez.
“We will not stop our work until we get justice for all the victims and their families,” he said.
TPD earlier said one person is in custody in connection with the shooting, identified as 22-year-old Tyrell Phillips, and is facing second-degree murder charges.
Another person connected with the 7th Avenue shooting, 14-year-old Kayden Abney, was also charged with second degree murder in the death of one of the shooting victims, Harrison Boonstoppel, along with attempted aggravated battery and attempted murder.
The teen was previously arrested 18 days after the shooting after TPD says officers saw him with a gun at the scene of the shooting.
