The Hillsborough County Sheriff's Office announced Thursday that Stephanie Pedroso had been charged with inciting a riot, unlawful use of a two-way communications device and driving on a suspended license.
The incident happened on May 18, and authorities say the riot, which involved 400-500 people, was so massive that it took more than six hours to secure the scene.
Video showed broken windows and several businesses that had been ransacked. Investigators say a 16-year-old was thrown through the window of one store.
According to the Sheriff's Office, Pedroso became upset after a disagreement over a birthday party she wanted to have at Astro Skate in Brandon.
Investigators say she was supposed to hire two off-duty deputies to handle security for the party, but told the business instead that she brought her own security. The business refused to allow the party to go forward and returned her money, but Pedroso allegedly took to social media to encourage people to show up and cause trouble.
"Stephanie Pedroso intended to cause terror the evening of May 18, and that's exactly what she did," Sheriff Chad Chronister said.
"During one of the large brawls that was occurring, a 16-year-old child was thrown through a plate-glass window, sustaining a laceration, and causing $1,200 worth of damage to that barbershop," the sheriff said.
Chronister said Pedroso allegedly told followers on a livestream that she would pay people to come to the scene and "cause destruction." He said authorities aren't sure if she actually did pay anyone.
The incident is still under investigation.
