Sheriff Mike Chitwood said in a news conference after the incident that TSA agents scanning a bag spotted what they thought was a detonator to an explosive.
As a precautionary measure, agents evacuated about 200 people from the airport. About a half-hour later, the Sheriff's Office's bomb squad arrived.
They quickly determined it was a bottle of lotion, Chitwood said.
"(It was) the old adage, 'It's better to be safe than sorry.' TSA was on the ball, doing their job," he said.
Joanne Magley, a spokeswoman for the airport, said Delta flight 1146 and American Airlines flight 5175 were supposed to take off at 7:05 a.m. and 7 a.m., respectively, and would be delayed.
She urged travelers to check the TSA website to see what items are prohibited.
