Tampa police said Creed was involved in the death of 14-year-old Nilexia Alexander, a runaway from Temple Terrace, who was found shot to death in a vacant lot on Floribraska Avenue.
Another man, Ronnie Walker, 44, was arrested earlier this month and charged with murder in the case. The Florida Department of Law Enforcement crime lab matched DNA samples from Walker’s car to Alexander.
Tampa Police Chief Mary O’Connor announced the second arrest Thursday at a community forum to address violent crime.

O’Connor didn’t elaborate on the relationship between Walker and Creed, only saying both men have extensive criminal histories. She added Creed was identified early in the investigation but chose not to cooperate.
"So we had to work the evidentiary side and the witnesses’ side and what we determined that he was involved,” O’Connor said. “Not to the extent of first degree murder but that he was an accessory to the first degree murder."
Investigators said it remains unclear if more arrests will be made and that the case is still open.
